If New Bill Passes, Preaching Against Sin will be Hate Crime

On Sept. 14 the House passed the Children’s Safety Act, companion bill to S. 1086, by 223 to 199. The bill was a reaction to the increase in violent crimes against children, particularly by repeat sex offenders.

John Conyers (D-MI) attached an unexpected last minute hate crimes amendment to the child protection bill. The Local Law Enforcement Enhancement Hate Crimes Prevention Act provision extends the definition of federal hate crimes from those motivated by race, color, religion, and national origin to include crimes based on actual or perceived gender, gender identity, sexual orientation, and disability. Conyers has tried, without success, to attach the provision to bills for several years.

The hate crimes amendment was co-sponsored by Barney Frank (DMA), Ileana Ros-Lehtinen (R-FL), Christopher Shays (R-CT), and Tammy Baldwin (D-WI). Gay rights activists hailed passage of the bill as “the first time the House voted to extend protections to gay, lesbian, bisexual and transgender Americans in a meaningful way.” Critics say increased protection given to the groups specified will result in unequal legal protection for Americans. They also fear it will endanger religious freedom in the U.S. and freedom of speech for Christians. Similar hate crimes legislation passed in Sweden and Canada now silence all criticism of homosexuality, particularly by clergy, where criticism from the pulpit is construed as incitement to violence.
